Rumours have been swirling for years about Neiman trying to get retail space on the Shanghai Bund for a large new store. Hanoi has said the March 3 arrests "seriously violated Vietnam's sovereignty" and that China must stop its "hindrance of Vietnamese fishermen".
Beijing maintained that it held "indisputable sovereignty" over the islands in the South China Sea.
