• Xinhua’s 80-year journey to global stage-Xinhua Editorial– On Sept. 1, 1944, a radio signal was detected and captured on the western coast of the United States. Datelined “Yan’an, Xinhua,” it travelled more than 12,000 km from a small cave in west China.The message was soon handed to senior officials in Washington, who learned the latest happenings in the war against Japan in China and changed their views on the situation.By sending its first long-distance English-language radio signal, the Xinhua News Agency successfully made its overseas debut and started to communicate with the outside world.

  Huawei, China’s largest maker of phone network equipment, doesn’t provide “any services relating to monitoring or filtering technologies and equipment anywhere in the world,” the Shenzhen, China-based company said in a e-mailed statement today.
• Goldman Sachs Advises Buying Chinese Equities on Economic ‘Reacceleration’ – Bloomberg – Goldman Sachs Group Inc. advised buying Chinese stocks as the nation’s economy will grow “close to trend” in the coming quarters, spurred by easing credit and government measures to help small companies.
  “We are recommending a long position in Chinese equities,” Goldman Sachs strategists said in a note to clients. “The market may be poised to continue to shift from the pricing in of hard-landing scenarios to the pricing in of some policy- driven relief and reacceleration.”
  Goldman Sachs favors shares in the Hang Seng China Enterprises Index because of their underperformance relative to the Standard & Poor’s 500 Index.

But already Russia and China have sent a diplomatic protest to Mr. Amano, urging him to not to make details of the evidence public.“Russia and China are of the opinion that such kind of report will only drive Iran into a corner,” they wrote in the note, which was obtained by The New York Times and is a rare instance of those countries commenting jointly.

  “Including many Chinese from mainland China who visit Tibet, they all have the impression things are terrible … Some kind of culture genocide is taking place,” the Dalai Lama told a news conference in Tokyo.
• China Frauds May Fit Panics, Crashes Model, Societe Generale’s Grice Says – Bloomberg – Growing evidence of corporate fraud and corruption on infrastructure projects signals that a crisis is looming in China, if history is any guide, according to Dylan Grice, a global strategist at Societe Generale SA.
  China is displaying all the signs of the typical financial crisis laid out in economist Charles Kindleberger’s history of manias, panics and crashes, London-based Grice said in a research note dated Nov. 4.
  Recent developments in China have been in line with Kindleberger’s five-stage model of a financial crisis, based on the work of Hyman Minsky, Grice said. Those include revelations of fraud, “aggressive and sudden credit expansion,” and “the pervasive feeling that ‘China is different,’” he said.

The word means “a mutual giving and receiving” as defined by Dictionary.com.It is also the word that best defines the sentiment behind a recent bill introduced into the U.S. House of Representatives on September 11.The Chinese Media Reciprocity Act of 2011 (H.R. 2899), introduced by U.S. Congressman Dana Rohrabacher of California, is intended to “amend the Immigration and Nationality Act to ensure open and free journalism access in the People’s Republic of China by establishing a reciprocal relationship between the number of visas issued to state-controlled media workers in China and in the United States.”

  At issue is the fact that there are reportedly about 650 Chinese citizens practicing journalism in the United States, whereas there are only two American journalists who work for outlets run by the Broadcasting Board of Governors (BBG) and allowed to work from mainland China.

  “There is a very alarming disparity between the number of Chinese state media workers who we grant visas to and the number of visas the Chinese grant to their American counterparts,” Rohrabacher said in a press release from his office.

  The US’s chief audit regulator has admitted that a mass exclusion of Chinese audit firms might be necessary, even though such a move could have a damaging knock-on effect for US multinationals active in China, such as General Motors.

Doty is quoted as saying: “In my view it is not tenable to continue to indefinitely allow Chinese firms to remain registered with the PCAOB if the PCAOB cannot inspect their US-related audit work.”Doty has hinted at this before, but this is a clear statement that he believes the PCAOB may be forced to terminate the registrations of Chinese accounting firms should the PCAOB fail in its negotiations with China for access to inspect Chinese CPA firms.The impact of such a decision would be severe. Mostly affected would be the Big Four’s China affiliates, who audit most of the U.S. listed Chinese companies. All of these companies, from PetroChina to Baidu, would be suddenly without auditors

• Ai Weiwei’s tax evasion case takes a new twist-Global Times– Ai said he would repay everyone several times the amount borrowed after he won the case. He claimed that more than 10,000 people quickly responded. This event has been interpreted by some foreign media as the Chinese people donating to Ai’s cause. The action has also been regarded as a special protest by the artist.Some experts have pointed out this could be an example of illegal fund-raising. Since he’s borrowing from the public, it at least looks like illegal fund-raising. Meanwhile, as Western media reported, Ai purchased an upscale apartment in Berlin last year, and had planned to buy a 4,800-square-meter studio this year also in Berlin. Does he need to borrow money to pay off his tax evasion? However, as we are neither legal or tax professionals, these are not the key points we have tried to make.It might be true that a few people in China would like to give him some money. Some donators said they view the donation as an act of voting. But the thing here is, Ai’s borrowing and the subsequent donations will not make any substantive change to Ai’s case. First, it will not alter the matter of Ai’s tax evasion, something his followers don’t even question. But many hold the view that tax evasion is rampant in China. This time, it is an excuse Chinese authorities have used to punish the dissident.
