- Hu Said What When? Confusion Over What China’s President Said at the G20 Meetings in Cannes – China Real Time Report – WSJ– “To keep asking emerging markets to revalue their currencies and reduce exports will not lead to balanced growth. On the contrary, it would only plunge the global economy into a ‘balanced recession’ and make sustainable growth impossible.”It was some of the strongest language yet from the Chinese side rejecting yuan appreciation pressure. But that passage was omitted entirely from the Chinese transcript. The upshot was that foreign media reported a tough stance by Hu on the yuan, while official Chinese media reported a much milder speech.
The following day, after all the stories were issued, the Chinese delegation belatedly asked reporters to use the Chinese-language version, without explaining why.

- Dalai Lama blames Tibetan burnings on “cultural genocide” – Yahoo! News – TOKYO (Reuters) – The desperate conditions Tibetans face under Beijing’s rigid controls in what amounted to “cultural genocide” are behind the spate of self-immolations in southwest China, Tibet’s exiled spiritual leader the Dalai Lama said on Monday.
At least 11 Tibetans have set themselves ablaze this year in a heavily Tibetan part of China’s Sichuan province that has become a focus of defiance against Beijing rule.
“Including many Chinese from mainland China who visit Tibet, they all have the impression things are terrible … Some kind of culture genocide is taking place,” the Dalai Lama told a news conference in Tokyo. - China Frauds May Fit Panics, Crashes Model, Societe Generale’s Grice Says – Bloomberg – Growing evidence of corporate fraud and corruption on infrastructure projects signals that a crisis is looming in China, if history is any guide, according to Dylan Grice, a global strategist at Societe Generale SA.
China is displaying all the signs of the typical financial crisis laid out in economist Charles Kindleberger’s history of manias, panics and crashes, London-based Grice said in a research note dated Nov. 4.
Recent developments in China have been in line with Kindleberger’s five-stage model of a financial crisis, based on the work of Hyman Minsky, Grice said. Those include revelations of fraud, “aggressive and sudden credit expansion,” and “the pervasive feeling that ‘China is different,’” he said. - Senior official urges Xinhua to improve global communication capacity– BEIJING, Nov. 7 (Xinhua) — Senior Chinese official Li Changchun on Monday urged the country’s state-run Xinhua News Agency to improve its capacity for international communication.Li, a member of the Standing Committee of the Political Bureau of Communist Party of China (CPC) Central Committee, made the remark at a ceremony commemorating the agency’s 80th founding anniversary.”Xinhua must carry out a transformation from a traditional press institution to a modernized, multimedia agency in order to better compete with global news agencies,” said Li.

- IPI Blog: Chinese Media Reciprocity Act Introduced before United States Congress – TrustMedia– Reciprocation. The word means “a mutual giving and receiving” as defined by Dictionary.com.It is also the word that best defines the sentiment behind a recent bill introduced into the U.S. House of Representatives on September 11.The Chinese Media Reciprocity Act of 2011 (H.R. 2899), introduced by U.S. Congressman Dana Rohrabacher of California, is intended to “amend the Immigration and Nationality Act to ensure open and free journalism access in the People’s Republic of China by establishing a reciprocal relationship between the number of visas issued to state-controlled media workers in China and in the United States.”
At issue is the fact that there are reportedly about 650 Chinese citizens practicing journalism in the United States, whereas there are only two American journalists who work for outlets run by the Broadcasting Board of Governors (BBG) and allowed to work from mainland China.
“There is a very alarming disparity between the number of Chinese state media workers who we grant visas to and the number of visas the Chinese grant to their American counterparts,” Rohrabacher said in a press release from his office.

- An Important Hitch in China’s Urban GDP Numbers – China Real Time Report – WSJ– The difficulties with the data can be overcome. Data on districts – the administrative level below cities – is also available. By excluding the rural districts, the data can be used to provide a more accurate picture of the size and wealth levels of the true urban population of China’s cities.A deep dive into the district numbers yields some surprising insights. Shenzhen, Guangzhou and Shanghai are some of the richest cities in China based on city level per-capita GDP data. But data from the Economist Intelligence Unit shows that looking at the true urban area none of them even make it into the top ten.Even the refined data needs to be treated with caution, however. Tom Miller, an expert on China’s urbanization at GaveKal Dragonomics, notes that a major natural resource or state owned enterprise located in a city can drive up GDP per capita without necessarily enriching the population. That’s the case with China’s richest city – Karamay in north western Xinjiang – which is a major oil production center.

The US’s chief audit regulator has admitted that a mass exclusion of Chinese audit firms might be necessary, even though such a move could have a damaging knock-on effect for US multinationals active in China, such as General Motors. - The nuclear option and the PCAOB | China Accounting Blog | Paul Gillis– Adam Jones of Financial Times has an interesting article out today reporting on his interview with James Doty, chairman of the PCAOB. Doty is quoted as saying: “In my view it is not tenable to continue to indefinitely allow Chinese firms to remain registered with the PCAOB if the PCAOB cannot inspect their US-related audit work.”Doty has hinted at this before, but this is a clear statement that he believes the PCAOB may be forced to terminate the registrations of Chinese accounting firms should the PCAOB fail in its negotiations with China for access to inspect Chinese CPA firms. The impact of such a decision would be severe. Mostly affected would be the Big Four’s China affiliates, who audit most of the U.S. listed Chinese companies. All of these companies, from PetroChina to Baidu, would be suddenly without auditors

- Ai Weiwei’s tax evasion case takes a new twist-Global Times– Ai said he would repay everyone several times the amount borrowed after he won the case. He claimed that more than 10,000 people quickly responded. This event has been interpreted by some foreign media as the Chinese people donating to Ai’s cause. The action has also been regarded as a special protest by the artist. Some experts have pointed out this could be an example of illegal fund-raising. Since he’s borrowing from the public, it at least looks like illegal fund-raising. Meanwhile, as Western media reported, Ai purchased an upscale apartment in Berlin last year, and had planned to buy a 4,800-square-meter studio this year also in Berlin. Does he need to borrow money to pay off his tax evasion? However, as we are neither legal or tax professionals, these are not the key points we have tried to make.It might be true that a few people in China would like to give him some money. Some donators said they view the donation as an act of voting. But the thing here is, Ai’s borrowing and the subsequent donations will not make any substantive change to Ai’s case. First, it will not alter the matter of Ai’s tax evasion, something his followers don’t even question. But many hold the view that tax evasion is rampant in China. This time, it is an excuse Chinese authorities have used to punish the dissident.
