Chinese military confirms HQs to go in dramatic shake-up to rid challenge to Communist Party’s leadership | South China Morning Post A commentary published on Monday in the PLA Daily, the official newspaper of the People’s Liberation Army, said the existing system was outdated, too centralised and challenged the Communist Party’s absolute leadership over the army. “The current command system … combines decision making, enforcement and oversight functions into one, exposing a series of shortcomings,” the commentary said. “The four general headquarters’ excessive concentration of power has allowed it to become an independent leadership hierarchy overshadowing many of the functions of the Central Military Commission, affecting the commission’s centralised and unified leadership over the army.” // scope of PLA reforms and the ability of Xi to push them through still seem under-appreciated

But for all the doomsday prophesying rampant in the media, China’s growth is not about to collapse and the stock market meltdown doesn’t presage a financial crisis. Much of the volatility in stock markets and in the currency’s value in recent months reflects, in large part, a well-intentioned but limited and poorly executed reform program. // Eswar Prasad still falls in the somewhat optimistic camp
3. China Calls Hacking of U.S. Workers’ Data a Crime, Not a State Act – The New York Times American officials are likely to be dubious about the Chinese contention. The director of the National Security Agency, Adm. Michael S. Rogers, told Congress in September that there was no evidence that the exposed social security numbers or other financial information had been used for fraud. Criminal hackers do not usually sit on the material they steal, because financial data can have a short life span.

In sum, we have a lot of uncertainty about what China’s real emissions are.
5. Cyber China: Updating Propaganda, Public Opinion Work and Social Management for the 21st Century by Rogier Creemers :: SSRN The first two years of the Xi Jinping administration saw a thorough reconfiguration of Inter-net governance. This reconfiguration created a centralized and integrated institutional framework for information technologies, in support of an ambitious agenda to place digital technologies at the heart of propaganda, public opinion and social control work. Conversely, the autonomy and spontaneity of China’s online sphere was vastly reduced, as the leadership closed channels for public deliberation. This paper reviews the institutional and regulatory changes that have taken place between 2012 and 2014, and analyses the methods and purposes of control they imply.
