China property boom shows no sign of abating – FT.com With trade, manufacturing, investment and consumption all performing worse than Beijing would like, the country’s new leaders, who took over officially in March, feel they have little option but to let the property market froth a little to shore up headline growth. In what many analysts have interpreted as an undeclared policy reversal, Mr Li quietly dropped all reference to reining in the property market in a prominent economic policy speech he made in late April.

Barack Obama and China’s Xi Jinping to Meet In California | Brookings Institution the purpose of this meeting is not to bargain or to solve specific problems, but to set a tone and create a sense of shared fate between the two leaders by allowing Obama and Xi to firmly establish a good personal relationship, a precondition for the successful conduct of their bilateral relations. The two got a start on that task last February, when Xi visited Washington as China’s vice-president. Two days in California allows both more time and an informal environment for each to talk about his domestic challenges and visions for the future, about his country’s role in the international system and how US-China relations fits with all of this.
United States Will Be Urged to Allow Retaliation Against Cyberattacks – NYTimes.com The recommendations are from the private Commission on the Theft of American Intellectual Property, which is led by two once-prominent figures who parted company with the White House on strained terms: Dennis C. Blair, Mr. Obama’s first director of national intelligence, and Jon M. Huntsman Jr., the former ambassador to China who left his post to run, unsuccessfully, for the Republican nomination for president. “China is two-thirds of the intellectual property theft problem, and we are at a point where it is robbing us of innovation to bolster their own industry, at a cost of millions of jobs,” Mr. Huntsman said
China’s Cyber Attacks Threaten Social Order: Analyst | Defense Tech When asked what President Barack Obama should say to President Xi Jinping at their next meeting in June, James Mulvenon, a vice president at Defense Group Inc., a technology company in Vienna, Va., was blunt. “This is imperiling your own economic development, which is imperiling your social stability, which is your No. 1 priority,” Mulvenon said May 21 during a panel discussion at the Center for Strategic and International Studies, a think tank in Washington, D.C. “The only message that will get through to a general secretary of the Chinese communist party is that economic development and social stability are threatened by the brazen scope and scale of this intrusion.”

Why China Can Handle Social Unrest – Matt Schiavenza – The Atlantic Beijing collects extremely detailed information about public unrest (hence the “mass incidents” figure), pinpointing individuals most responsible for organizing protests and preventing them from spreading the word to other parts of the country. According to Scot Tanner, an expert on Chinese social unrest at CNA, a Washington, DC area research institute, protest leaders who attempt to travel to a new city are often met by police officers instructed to escort them back home. And while the government tolerates internet dissent to a certain extent, censors immediately nix any calls for collective action, thereby letting would-be dissidents let out a bit of steam without posing a threat to the regime. “It’s stunning that 33 years after the creation of the Solidarity movement in Poland, nothing similar has emerged in China — not even close,” says Tanner. Independent organizations capable of organizing widespread demonstrations against the government simply don’t exist in China.//I wrote Will Unrest In Egypt Strengthen The Chinese Government? in February 2011 when there were predictions that China was next to go in the Arab Spring wave. China’s New Governing Style: Crisis Management – Elizabeth Economy – The Atlantic Without effective political institutions, what is emerging in China at the local level is governance by crisis management. Local officials, petrified by these mass protests, simply bow to the will of the demonstrators. //misunderstands the official show. officials bow in public to resolve the acute situation..what matters is what happens in the following days and weeks. specifically how often is there not retribution for the “leaders” of the protests, how often do projects actually get changed based on these protests? // While this may keep the peace in the short-term, it is not a recipe for good governance over the longer-term. China need only look at the experience of Thailand, the Philippines, and South Korea to understand how failure to address people’s calls for greater participation in environmental decision-making may contribute to far greater political challenges for the ruling government. // yes, but same could be said for many areas. Beijing understands this
Law of large numbers: The growing gravity of Kunming’s environmental protests | East by Southeast The real truth is the PetroChina oil refinery is a key national project of significant strategic importance for China’s national security. It sits at the end of a pipeline originating on the Indian Ocean and runs more than 2000km through Myanmar to Kunming. The pipeline will drop the cost of oil significantly for China and help secure an energy route to China in the event the Pacific region becomes unstable. NOTE TO PROTESTERS: this oil refinery is going to happen regardless of your best intentions and efforts. But the refinery doesn’t have to be built in Kunming’s satellite city Anning, and its pollution footprint can be controlled.
宪政与人民民主制度之比较研究_2013/10_求是理论网 Red Flag Journal on a roll lately…lots of comments on this in my Weibo/Wechat streams, so much for the Dream of Constitutionalism?// 一段时间以来,社会上和学界有关“宪政”的呼声抬头。

China Tightens Rules on Bond Issuance – WSJ.com Chinese regulators took measures to better control the country’s booming debt market and prevent outsize gains by underwriters selling bonds, three people with direct knowledge of the matter told The Wall Street Journal on Tuesday. The move is part of a broad crackdown by authorities aimed at tightening up controls and cutting risks in the financial system amid a rapid buildup of credit. Concerns are increasing because companies are selling record amounts of bonds, which is starting to damage corporate balance sheets just as economic growth slows and banks pull back on lending.
Hidden Bad Loans Raising Ponzi Risk-Caijing Caijing learned that large amounts of bad assets were hidden by domestic banks attempting to window-dress their financial reports. Meanwhile, local government financing vehicles (LGFVs) and large enterprises have turned to non-banking channels for new credit to repay or roll over their bank loans, which has led to the spread of debt risks beyond the banking sector as well as a decrease in the overall capital efficiency…A source close to the monetary authority listed four reasons why statistics from China’s financial sector seem out of sync with the performance of the country’s real economy: one, the NBS overestimated the economic data for the fourth quarter of 2012, and certain financial figures such as the amount of entrusted loans were inflated for the first quarter of 2013; two, the allocation of financial resources has become less efficient in that a large proportion of funds has been invested in the real estate industry and LGFVs; three, the lag of monetary policy has widened as enterprises cut back on their capacities; and four, the impact of exchange rates, e.g. the yuan has appreciated while the yen has depreciated recently.
CNY 3.5 Tln of LGFVs to Come Due in China in Two or Three Years -Caijing Bank lending to local government financing vehicles (LGFVs) coming due in the following two or three years is expected to reach 3.49 trillion yuan, posing dire challenges to risk control, said Chairman of China’s top regulator. Shang Fulin, chairman of China Banking Regulatory Commission (CBRC), warned about increasing pressures on reining in LGFVs as this year’s transitions in local government leadership could bring new investment incentives and financing demands.
Block Says China Banks’ Bad Loans Spread Beyond Government Debt – Bloomberg he may be right intellectually but wrong as investor// Carson Block, the short seller who runs Muddy Waters LLC, said China’s bad-loan problem is more widespread than just local government debt and includes public and private sector borrowing. Non-performing loan “figures greatly understate the potential scope of the problem of poor-quality loans,” Block said in an e-mail. “We believe that the PRC banking system will be hit hard by the unwind, and that the government will be forced to recapitalize a number of the banks.”
Large gold mine discovered in Xinjiang – Xinhua | English.news.cn wonder how much more gold remains undiscovered in Xinjiang and Tibet// With gold reserves of at least 53 tonnes, the mine in Xinyuan County in the Ili Valley is expected to have an economic value of 20 billion yuan (3.2 billion U.S. dollars), said Zeng Xiaogang, head of the region’s geology and mineral resources bureau. Sages fall flat when chiding China | Business Spectator–Stephen Grenville Somehow most countries muddle through with sub-optimal policies, bumpy transitions and more corruption and incompetence than is optimal. Doom merchants and drama queens can be wrong again and again, and then claim clairvoyance if their bottom-line forecast eventually comes to pass, for whatever reason. Growth-sustaining reform is underway. The frustration for policy makers everywhere is that they have to be right all the time to silence their critics. The Chinese may feel that the bar is being set higher for them than for others in a very imperfect world.

Xinhua Insight: Analysts praise intra-party inspections’ refocusing on corruption – Xinhua | English.news.cn Saying the Party’s anti-graft work faces an “extremely critical and complicated” situation, Wang demanded inspection teams play their role as “informants” for central authorities by spotting and reporting disciplinary violations and illegalities. The CPC began routinely sending out the teams to oversee performance in 2003, formally writing the practice into the Party’s Constitution five years later. However, it has been interpreted as noteworthy that this year’s inspections will center specifically around the anti-corruption fight, demonstrating the Party’s determination to curb graft.

Administrative Reform to Reshape Interest Structure -Caijing The government’s active effort to restrict power and decentralize authority not only has great significance for China’s overall reform and the nation’s economic vitality, it also involves resolving layers of conflicting interests between the central government, local governments, and various central government departments…Approval authority for 25 items for investment projects has been canceled or relinquished, though the NDRC still remains the de facto approval agency for many types of investment projects…This could indicate that amidst the restructuring of interests of decentralization reform, it may still be a long time before the transformation of government functions is fully realized.

China’s Strategy in Afghanistan – Alexandros Petersen – The Atlantic Until two years ago, Chinese strategists regarded Afghanistan as solely an American concern: Washington broke it, and Washington should have to put it back together. Now, Chinese state-owned enterprises (SOEs) are the largest investors in Afghanistan’s extractive sector and Afghan officials speak of Chinese investment as central to ensuring that the national government in Kabul will remain in power after 2014. American analysts, for their part, have undergone a similar transition, going from criticizing Chinese companies for riding on the coattails of U.S. security to openly advocating that Beijing take a leadership role in post-withdrawal Afghanistan.

Calling Out the Chinese Censors : The New Yorker For years, Chinese filmmakers, artists, and novelists have faced the decision whether to accept or reject the government’s power to remove politically objectionable material. Accept, for instance, the censors’ demand to cut a somewhat desultory rendition of “The Internationale” (as the director Jia Zhangke once did), and a film can go into theaters; reject it, and the film is consigned to black-market DVDs and foreign festivals. Even those who accepted the deal weren’t proud of it. The novelist Murong Xuecun, who consented to censorship in order to get his second book published, said later that the “psychological impact” ate at him. “This self-censoring is the worst.”

Flawed Support Program Withdrawn Amid Scandal-Caijing The Ministry of Finance’s (MOF) recent decision to recover nearly 10 billion yuan in subsidies previously given to 109 Golden Sun demonstration projects by June 30 sent shockwaves throughout the photovoltaic (PV) industry. The Real North Korea: Life and Politics in the Failed Stalinist Utopia: Andrei Lankov: Amazon Andrei Lankov has gone where few outsiders have ever been. A native of the former Soviet Union, he lived as an exchange student in North Korea in the 1980s. He has studied it for his entire career, using his fluency in Korean and personal contacts to build a rich, nuanced understanding. In The Real North Korea, Lankov substitutes cold, clear analysis for the overheated rhetoric surrounding this opaque police state. After providing an accessible history of the nation, he turns his focus to what North Korea is, what its leadership thinks, and how its people cope with living in such an oppressive and poor place. He argues that North Korea is not irrational, and nothing shows this better than its continuing survival against all odds.
