China needs 7.2 percent GDP growth for employment: premier | Reuters China needs to sustain economic growth of 7.2 percent to ensure a stable job market, Premier Li Keqiang said in remarks published on Monday, one of the few times a top official has stated the minimum level of growth needed for employment.

Chinese Premier Warns over Money Printing as Deficit Enlarges -Caijing Chinese Premier Li Keqiang has recently warned that printing more money is likely to push up inflation in the world’s second largest economy as the government’s deficit accumulates fast. “M2, the broader measure of money supply in our country has exceeded CNY100trillion by the end of March, that is already twice of the GDP,” Li said in a speech at the 16th national congress of the All-China Federation of Trade Unions (ACFTU) on October 21st.

Zhou Xiaochuan, China’s Central Banker, Leads Push to Overhaul Economy – WSJ.com The central banker has long championed a more consumer-based economy in which ordinary people have more money to spend and more loans are available to private firms rather than state-owned behemoths. To that end, his priorities include creating deposit insurance for banks, making higher interest rates available to depositors, creating more privately owned banks and opening China more to foreign investors. This account of Mr. Zhou’s growing influence on Chinese policy-making is based on interviews with more than two dozen colleagues, party and government officials and economists, as well as a review of his writings. Mr. Zhou declined to be interviewed. The PBOC’s press office didn’t answer detailed questions, saying information about Mr. Zhou collected by The Wall Street Journal amounted to “rumors.”

China Buys Its Way Into Silicon Valley – WSJ.com People familiar with Tencent’s strategy say the company entices startup founders with the prospect of guidance for an entry into the China market, while it uses investments to better understand the U.S. market. It also looks to invest in companies that can provide it with technology or content it can bring to market in China through licensing or partnerships. Though Tencent is fond of partnerships, employees at some Western gaming companies have said they have had difficulties working with it. Intense competition between Tencent’s internal teams, which work on sometimes competing services, can mean partners don’t get the levels of promotion or cooperation they expect.

Lenovo pursued BlackBerry bid, but Ottawa rejected idea – The Globe and Mail Ottawa made it clear in high-level discussions with BlackBerry that it would not approve a Chinese company buying a company deeply tied into Canada’s telecom infrastructure, sources said. The government made its position known over the last one to two months. Because Ottawa made it clear such a transaction would not fly, it never formally received a proposal from BlackBerry that envisioned Lenovo acquiring a stake, sources said.

An 8-Year-Old Girl’s Lung Cancer Is Blamed on Air Pollution – NYTimes.com The report also said lung cancer is the leading form of cancer in China. The fastest growth rate has been among people between 3 and 50 years old, it said. At one hospital in Nanjing, the capital of Jiangsu, lung cancer patients occupy nearly 50 of 120 beds in the thoracic surgery department. Many of the patients are in their 30s and 40s, and most are not thought to have gotten lung cancer from smoking, the report said.

Ice sledges were safer and more reliable for loads that weighed more than 300 tons, even though they were slower and more labor-intensive than wheeled alternatives, researchers in the U.S. and China found after studying records and experimenting with ancient haulage systems.

Some of them choose to cooperate with Internet companies by offering financial products and services designed for sale online; others want to build their own online business ecosystems where both the information and the capital flows form closed loops. Caijing learned that Internet companies, which lack financial-services talent, relevant expertise, and other resources, actually welcome the collaboration if financial institutions can offer valuable assistance at the back-end. In fact, domestic Internet companies see applying for a banking license on their own as their last resort, and will not go there unless they cannot work with traditional financial institutions to meet customer needs.

Brown Brothers Harriman, ICBC Link Up in China Mutual-Fund Push – WSJ.com In the deal with ICBC, which is China’s largest bank by assets, BBH will offer back-office and other services for Hong Kong-domiciled funds. The services include trustee functions, accounting, administration, transfer agency, global custody services, and foreign-exchange products that allow investors to hedge their currency liability. The agreement will give the U.S. bank early-mover advantage in servicing asset managers entering the Chinese mutual-fund market under the expected new rules. BBH also gets a partnership with a dominant financial player in that market.

COLUMN-China steel PMI falls as manufacturing PMIs gain – go figure: Clyde Russell | Reuters But at the same time that the manufacturing indexes were looking up, the PMI for China’s steel industry was heading the other way. The steel PMI dropped for a second month, falling to 47.5 in October from 49.2 in September, according to the China Federation of Logistics and Purchasing, which compiles the index.

Shanghai Zendai Plans $7.8 Billion ‘New York of Africa’ – Bloomberg Shanghai Zendai Property Ltd. (755) plans to transform a Johannesburg suburb into the “New York of Africa” with an 80 billion rand ($7.8 billion) investment over the next 15 years, Chairman Dai Zhikang said. The company, based in Hong Kong, will build a financial hub, as many as 35,000 houses, an educational center and a sport stadium in the 1,600 hectares (3,950 acres) of land it purchased from AECI Ltd. (AFE) in Modderfontein, eastern Johannesburg.

China Development Bank to launch ABS backed by railway loans – sources | Reuters China Development Bank (CDB) plans to sell asset-backed securities backed by an 8 billion yuan ($1.3 billion) loan to the country’s state railway operator this month, sources with direct knowledge of the matter told Reuters on Tuesday.

China’s Security Minister Warns of Grim Fight Against Terrorism – Bloomberg China faces a “grim” situation in the struggle against terrorism following an Oct. 28 attack by Tiananmen Square, the public security minister said during surprise night-time visits to subway stations around Beijing. Dressed in civilian clothes, Public Security Minister Guo Shengkun visited the Tiananmen East subway station and other stops to speak with commuters and police officers, according to a statement posted on the ministry’s website today. The terrorism situation is “complicated” and officers must boost efforts to head off terrorist attacks, he said.

Uighur Scholar in Ugly Confrontation With Security Agents – NYTimes.com Ilham Tohti, a well-known scholar who is arguably China’s most vocal advocate for the rights of its Uighur minority, said he got into an ugly confrontation with security agents in Beijing on Saturday after the men rammed his car and threatened to kill his wife and children. Mr. Tohti, an economics professor at Central University for Nationalities and founder of the website Uyghur Online, said the plainclothes agents acknowledged they had a specific goal in harassing him: to convince him to stop speaking to foreign reporters, something Mr. Tohti has done with increasing frequency since last Monday, when a car struck and killed two tourists near Tiananmen Square and then went up in flames.

China paper blames blind faith of uncultured youth for Xinjiang unrest | Reuters A front-page commentary in the official Xinjiang Daily accused ethnic “splittists” of ignoring the great changes the ruling Communist Party has brought to the region, saying extremists were distorting Islamic teachings. “In recent decades, you can see that most people who blindly follow religious extremist forces are elementary-school, secondary-school or uncultured young people,” said the commentary, signed by a person the paper identified as an ethnic Uighur member of the China Federation of Literary and Art Circles in Xinjiang.

Detained Chinese scholar based in Japan claims to be safe in letter – AJW by The Asahi Shimbun Zhu Jianrong, a professor at Tokyo’s Toyo Gakuen University specializing in international relations and modern Chinese history, was detained by Chinese state security officials at a Shanghai airport immediately upon arrival on July 17, according to sources familiar with the matter. The university official said on Nov. 4 that his wife in Japan informed the university of details of Zhu’s letter on Oct. 31.

China looks to Ukraine as demand for food rises – FT.com UkrLandFarming cultivates about 560,000 hectares. While Ukrainian law prohibits foreign land ownership, farm corporations are often listed in London or other European stock markets, allowing investors to negotiate equity stakes. (AAPL) for market share, its deputy chairman said. “We’re not expecting an explosive development of our smartphone business, rather we want to grow that business step by step,” Eric Xutold reporters in London today. “Ultimately we want to be the leading brand worldwide in smartphones, but it will take a while to get there.”

NQ Drops on Piper Jaffray Rating Halt: China Overnight – Bloomberg Piper Jaffray, the investment bank and asset manager founded in 1895, suspended the equivalent of a buy rating on the stock. It was the lead manager of NQ Mobile’s initial public offering in May 2011. “Obviously it would cause tremendous concern, especially if it’s the IPO lead manager,” Erik Lam, director of Asian equity sales at Auerbach Grayson & Co. in New York, said by phone. “That certainly doesn’t sound positive.”

This Chinese startup lets you connect with a designated driver Pricey car chauffeur service Uber has launched in China, and the country is home to plenty of taxi-hailing apps, but one Chinese startup has figured out a different way of helping you get a ride. It lets anyone with a car sign up to be a designated driver, and the car’s location will show up to users of the service’s iPhone and Android apps. The Beijing-based startup is called Edaijia, which literally means “E-designated driver”. A driver can choose to be available to make pick-ups or not, and it’s a good way to make money from an otherwise idle car.

China and Hollywood by the Numbers | ChinaFile Consider this: Hollywood studios now make more money selling movie tickets in China than in any other market outside North America. Wanda, China’s largest real estate developer, bought AMC, the second-largest movie theater chain in the United States, and is also investing in making movies of its own. China is building theaters and adding movie screens at a rate not seen in the U.S. in decades, and Chinese audiences are ballooning.

China’s Paypal extends its tentacles into US with big travel partnership | PandoDaily Alipay, which is roughly equivalent to Paypal, announced a partnership with UATP, a payments service used by most of the world’s global airlines and accepted by thousands of merchants for air, rail, hotel, and travel agency payments. The partnership opens up these travel businesses to the enormous and growing Chinese tourism market. Chinese consumers will be able to book and pay for their travel on international websites using their Alipay accounts. There are 800 million such accounts. Chief architect of Alipay International Jingming Li says the company, which had noticed that a lot of its members shop directly from US and European websites, has been trying to figure out a way to help Chinese travelers have a smoother experience when going abroad.
